WP’s Art of War



The debate on the AIM saga in Parliament is intriguing. The revelation of the appointment of a husband and wife team to develop the TCMS for Aljunied, their appointment as managing agent (did I get this part right), the no tender award to one bidder, the development of another expensive TCMS, the management agent fee and the appointment and award of contract to party related people, all seems so blatantly in defiance of public scrutiny and exposing the WP to obvious attack by the PAP. The question begs to be answered is why is the WP doing these? They must know that they will become easy target and plenty of uncomfortable questions would be asked.

What is the strategy of the WP to voluntarily expose so many obvious gaps and seemingly not too appropriate things that they have done? Now the PAP side is so happy with this salivating opportunity to blow the WP apart for the very same faults that WP is questioning the PAP. Practically everything the WP pointed out as flaws of the PAP is being repeated, reenacted in the AHTC. Strange, very strange indeed.

And Sylvia is so confident to defy Teo Ho Pin to make a complaint to the CPIB for any wrongdoings on the WP’s part, or else shut up. She must have known something that we don’t. She must have known that any complaint and subsequent investigation are likely to make WP look better and maybe make PAP looks badder. Can this be the case?

The first hint of a successful coup de tat is the surprising revelation of readily available TCMS packages. By not going for it, by sticking to the same process of developing a new package at enormous cost, the WP is also looking a bit silly, when the truth is that a much cheaper generic package is readily available. The question thus is why the WP did not go to the market for a cheap and workable package and chose to follow the same process, to develop another expensive animal? They did not know?

The bigger question, why was this not done in the first place by the PAP when the latter knew that such a package is available? Maybe when the tender was called for the development of the $23.8m package, Boon Wan was not in the MND and could not advise them of this cheap alternative.

Everyone is now watching whether Teo Ho Pin would bring the case to the CPIB. And if he does, what else would be revealed that are applicable or similar to both camps and screwing one side would screw the other side harder? So far, the WP seems to be doing exactly what the PAP has done and religiously following them like saying, what you can do, I can do also. And if it is alright for you, it must be alright for me. Is this the strategy of the WP?

Hi rb,

AIM is PAP-owned and managed by PAP members.

TCMS rights were sold to AIM and still in AIM' hands or PAP hands. A new replacement system is being developed to replace it.

What is not clear is whether the new replacement software rights will continue to vest with AIM/PAP. If not, that would be in contradiction to what was recommended by D&T and implemented.

Actually WP already explained why.

And WP did what they had done is because it is the best available solution in order to be able to continue to serve residents.

Just like PAP is still the best available party to rule Singapore because WP is not ready to rule.

Of course WP solution may not look ideal but neither is PAP the ideal party to rule, tio bo?

It all boils down to what is best available and also don't break any laws.

Hi nurman, welcome to the blog.

To me the best TCMS is one that does not need to change just because of a change of political party or MP. It should be like civil service or stats board, just continue regardless of who is the new party in power. It must be politically neutral.

Saves time and money and the troublesome process of handover/takeover.

So difficult to understand?

Did WP do what PAP do ? Really ? Then who create the contract and rule on the bidding contract ? The government , didn't it ? So why did AIM with no human resource, no experience, no track record, is able to obtain the contract where other fails ? And some more AIM is PAP's company.

This alone is a major breach. This shows PAP is above the law it created.

I don't have problem seeing that it is ok to give contract to known acquaintance as long as playing by the rule and circumstance, but please don't tell us that government break their own rule to advantage themselves partisan to certain party.

Well if the pap can do it and its not illegal? How can it be illegal for WP to do the same thing?

Redbean, I think you are confused, to the point of being naive.

Because technically, the TCMS already does not need to change.

Even the Town Council GM also no need to change. But the GM which previously served PAP didn't want to serve under WP.

Anything technical?

Oh, when I said WP is doing the same as PAP, it is not an exclusive but a general statement and not everything is exactly the same, but there are many similarities.

Me agrees with Chin Leng that Town Council should be neutral and should not be beholden to any political party.

The Best Party to mediate or settle the technical dispute between PAP and WP must be CPIB. As there exist suspicion of impropriety and maybe improbity, a clearance by CPIB could be more convincing to the Public.

Like to add that Town Council has to be 100% politically neutral. It must not have bias or prejudice towards any political party and member of political party.

oh yes. TCMS cannot be changed until it takes over by opp party, then it is time for change. Such timely act and coincidence must be one of the greatest wonders of the world.

Shane Todd's mystery also another wonder of the world. Already make so much effort to return to USA, and yet end up suicide ? Must be most mole-liao nothing to do Todd in the world, but who in his sober mind can believe it is suicide and not murder ? the whole scene is so fake to make like it is suicide, serious or not.

The TC Act was not meant to be neutral. It was to be used by the ruling party to perpertuate its rule.The TC Act was was loosely written that one can drive an elephant through the gaps in the Act. Did WP breached the law when it appointed its own supporters to be the MA? The law is silent on many things. It was meant to give the ruling party latitude to do things their way. But then they did not foresee that the opposition could win election that give them management of TC and use the TC Act to their advantage. Now the G want to tighten the law to prevent abuse or misuse. I say, just throw away the TC concept and give the estates back to HDB to manage. It seve the people better this way.

This case cannot be simply ruled or willed away. No one will be able to say inside the centre is not within 200m of the centre. The Americans would not allow it.

People must learn from this episode that WP is the real patriot and that they will risk their own party image and reputation to save singapore from papaya evil hands. Papaya and related companies have been 'enriching' each other for a long time using people monies. They have awarded their own party members all kind of contracts (from aircon, cleaning, software, hardware, furniture, renovations etc) so they all stay in nice landed freehold private houses and driving super luxury cars using people monies. If Teo brings the case to CPIB, it will open a huge can of worms relating to papaya. AIM is afterall the tip of the ice berg. Coruption and cronyism is just a game papaya play over and over again by messing up people monies and their brains.

If it's okay to politicize Town Councils;
Then is it also okay to politicize CPIB?

Or has the CPIB already been politicized?

Why not politicize every single government agency?

Next time we go to hospital, we will have to produce our i/c and political party membership card before we get a queue number?

Maybe the same when we apply for a "subsidized" HDB flat?
